Start by separating hardware from software.
A successful browser test confirms that the operating system and browser can receive at least some gamepad input. It does not guarantee that a specific game supports that controller, connection mode, or mapping.
Games may accept only XInput, require controller support to be enabled, ignore hot-plugging, or prioritize a different virtual device. Launch order and focus can matter as much as the hardware.
Use the working browser result as a baseline, then check the game's own input path without changing several settings at once.
Work through the likely causes.

Open the game's controller or input settings and confirm gamepad support is enabled.

Connect the controller before launching the game, especially for older titles that do not detect hot-plugged devices.

Click the game window and dismiss overlays or launchers so the game has input focus.

If the controller has modes, use the one documented by the game; on Windows this is often XInput for newer titles.

Check Steam Input or launcher-level controller settings, enabling or disabling translation based on the game's native support.

Disconnect extra gamepads and close remappers to prevent a virtual or inactive controller from becoming player one.

A repeatable issue across connections, browsers, and native games is stronger evidence of a controller fault than a one-time browser reading. If the problem appears only in one game, review that game’s controller support, deadzone, remapping, and launcher settings.

It shows that browser-visible inputs are arriving, which is useful evidence. It does not test the game's support, platform-specific features, or every hardware function.
Why does Steam Input help some games and hurt others?
It can translate unsupported layouts into a format the game accepts, but it may also duplicate or override a game that already has strong native controller support.
Why is the wrong controller player one?
A virtual device, second gamepad, wheel, or adapter may be listed first. Disconnect unused devices and restart the game.
